Guest Opinion: Tuolumne diversions lead to environmental degradation

Menlo Park, Portola Valley, Atherton, and Woodside are blessed with some of the best drinking water in the world from Yosemite National Park’s Hetch Hetchy reservoir, which is diverted from the pristine Tuolumne River.

The Tuolumne River cascades 162 miles from the High Sierra before merging with the San Joaquin River. As the largest of three major tributaries to the San Joaquin, the Tuolumne contributes much-needed freshwater to the San Francisco Bay-delta.

The river supports a diverse biological community, including migratory waterfowl, raptors, black bears, foothill yellow-legged frogs, Sierra Nevada red fox, rainbow and steelhead trout, and Chinook salmon.

Unfortunately the Tuolumne, designated a wild and scenic river, has been extensively developed to provide irrigation, drinking water, and power to farms, businesses, and millions of households. On average, approximately 59 percent of the river’s natural flow is diverted to farms and cities, causing environmental degradation and species decline. The San Francisco Public Utilities Commission (SFPUC) diverts 225 million gallons of water per day from the river.

Along with other diversions, the agency’s water and power operations have greatly reduced the river’s high flows during the Sierra Nevada snowmelt runoff period, decreasing the quality and quantity of habitat for fish and amphibians within the Tuolumne watershed.

Rising temperatures and climate change also are diminishing the amount of water in the Tuolumne and threatening its ecosystems and inhabitants. Due to population growth, increasing use of fossil fuels, and the resulting emissions of greenhouse gasses, all global climate models project increased temperatures over the next century. Projected increases vary from approximately 3 to 10 degrees Fahrenheit.

These rising temperatures are expected to reduce snow accumulation in mountain watersheds, including the Sierra Nevada. Warmer conditions during the last few decades have caused more precipitation to fall as rain instead of snow, and snowpacks over the region have melted earlier in the spring. These snowpack changes have already significantly impacted water supplies, natural ecosystems, and recreational activities (including skiing and rafting).

Future snowpack modeling suggests that losses of spring snow accumulation will become progressively larger over the next century. By the 2035-2065 period, the Sierra Nevada snowpack is projected to decrease by 12 to 47 percent under the lower range of projected warming and 26 percent to 40 percent under the higher projected range. By 2100, snowpack could decrease by up to 90 percent.

The reduction of future snowpack poses challenges to water managers, hampers hydropower generation, threatens our freshwater supply, and may nearly eliminate recreational activities in the area. As the snowpack melts earlier, there will be shorter seasons and fewer areas for people to ski. Similarly, as spring snowmelt runoff declines, river water levels will decrease, and recreational rafting will be less predictable.

Higher water temperatures also have harmed fish, especially their spawning tendencies. Between 2000 and 2008, the Chinook salmon population of the Tuolumne dropped 99 percent — from 18,000 to just over 200.

Yet despite the increasing damage forced upon the Tuolumne and its inhabitants by climate change and water diversion, the SFPUC is proposing to divert up to 25 million more gallons of water per day from the river as part of its water system improvement program.

However, the agency’s projections are based on flawed modeling that inflates future demand while underestimating the potential for conservation. Outdoor water use alone drives 60 percent of the anticipated increase, suggesting there is tremendous potential to use water more efficiently.

There are many simple conservation opportunities that individuals can employ in their daily lives. Regarding outdoor water use, people can plant drought-tolerant plants, deep-soak their lawns less frequently, check sprinkler heads and valves, cover pools, and use brooms instead of hoses to clean outdoor surfaces.

As for indoor water use, conservation efforts focus on newer, more efficient models of toilets, low-flow showerheads and clothes washers, and the installation of faucet aerators on sinks. Many Bay Area water utilities provide free water conservation plumbing fixtures, as well as cash rebates for residential customers who purchase water-efficient appliances. After years of proposing, theorizing and deducing that there is water on Mars — at least in the form of ice — NASA scientists said yesterday they have finally confirmed it, after the Phoenix lander detected traces of water vapor wafting off a scoop of Martian dirt, reseraches said yesterday.

“It’s something we’v been waiting quite a while for,” said William Boynton of the University of Arizona, describing how an tiny “oven” on the lander heated the dirt until ice mixed with it evaporated. “We’ve now finally touched it and tasted it.”

Earlier Mars expeditions had indicated that at least in the past, water existed on the planet — a key issue for scientists, since on Earth, liquid water is a prerequisite for life. In the 1970s, photos seemed to show channels on the Red Planet’s surface, a possible indication that water had flowed there before the atmosphere cooled.

In 2002, observations by an orbiting probe found evidence of vast amounts of water locked up in ice below the surface. Then, after the Phoenix Mars Lander touched down May 25, reserachers said it had provided solid evidence of water.

But that was a deduction: The lander’s camera showed a group of small chunks, and then it didn’t. Reserachers conclude that it was ice that had evaporated.

Yesterday, they said they had proof. The probe, which includes implements for scooping and gouging the Martian surface, had cooked a dirt sample in a special oven, and the scientists noted that a bit of the sample evaporated around the usual freezing point of water.

“The fact that it melted at zero degrees Celsius leaves very little doubt that it is standard water ice, “Boynton said. He said sensors also tested the chemical makeup of the vapor and found the familiar combination of two hydrogen atoms and one osygen atom.

“There were champagne corks popping in the downlink room,” Boynton said. In keeping with the mission’s whimsical touches — scientists have named trenches scraped by the probe “Dodo-Goldilocks” and “Snow White” — Boynton put on a witch’s hat at the news conference yesterday at the University of Arizona, joking that the water had melted just like the Wicked Witch of the West in “The Wizard of Oz.”

Also yesterday, NASA announced that the Phoenix mission, originally planned to finish in late August, would be extended through the end of September. That extension will cost about $2 million, a NASA official said. –

Elected officials from around the Bay Area hope a new public awareness campaign spurs people to voluntarily cut their water use by 10 percent - enough perhaps to avoid the mandatory water rationing already imposed on some East Bay cities.

San Francisco Mayor Gavin Newsom, San Jose Mayor Chuck Reed and a representative of Oakland Mayor Ron Dellums gathered at a San Francisco park Wednesday to announce a new “Water Saving Hero” campaign aimed at persuading residents to take little steps like turning off the tap when they brush their teeth and taking shorter showers.

The $1 million campaign - a partnership among 11 Bay Area water agencies and funded by a grant from the California Department of Water Resources - comes as the state grapples with its first drought in 16 years.

Posters with people in superhero poses and phrases such as “The Incredible Jackie Wong: She Turns Off the Water While Brushing Her Teeth” will soon blanket the media, billboards and transit stations throughout the Bay Area.

The East Bay Municipal Utility District remains the only Bay Area water agency to have implemented mandatory water rationing and will vote Tuesday to implement fees for customers who don’t comply. Residents of single-family homes must cut usage by 19 percent.

Gov. Arnold Schwarzenegger has already called for a voluntary reduction of 20 percent statewide.

Newsom on Wednesday issued an executive order demanding all city departments reduce their water consumption by 10 percent in the new fiscal year, complete an audit of their water efficiency by Oct. 1 and repair all indoor water leaks by Nov. 1.

California’s water crisis intensified Wednesday as Gov. Arnold Schwarzenegger declared the first statewide drought in 17 years - setting the stage for drastic cutbacks and for diverting supplies from the relatively water-rich to the water-poor.

Schwarzenegger called for a 20 percent reduction in water use statewide and urged local agencies to bolster conservation programs and to work with federal and other authorities to help farmers who are suffering huge financial losses and abandoning crops in droves. Schwarzenegger lacks the authority to impose statewide rationing, though the Department of Water Resources could slash water supplies to local agencies, which then would be forced to institute rationing.

“There is no more time to waste because nothing is more vital to protect our economy, our environment and our quality of life,” Schwarzenegger said.

The governor’s pronouncement follows the driest spring on record and two years of below-normal precipitation. Snowpack in the Sierra Nevada, the backbone of the state’s water supply, stands at two-thirds of normal; dusty banks line many important reservoirs; and environmental rulings have slashed water pumped from the crucial Sacramento-San Joaquin River Delta - all while California’s booming population threatens to overwhelm some of the state’s key infrastructure.

Some water districts, including the East Bay Municipal Utility District, already have imposed rationing and threatened to fine or reduce water supply to customers who violate the restrictions. Most of the remaining Bay Area water districts have asked for voluntary cutbacks on the order of 10 to 20 percent.

But as the dusty days of summer approach, more districts are likely to make restrictions mandatory. The picture looks increasingly grim if the next winter brings scant rain and snow.

“If we get a third consecutive dry year, we’re going to have serious, serious problems, and I don’t know the answer,” said Ted Thomas, spokesman for the state Department of Water Resources.

Parceling out water

The state department will assess the neediest districts in the state - many of which are in Southern California - and begin coordinating transfers of water. Plans also include establishing a state water bank, built on water purchases from some farming districts.

Because water can’t simply be rerouted from one area to another, transfers usually entail trading the rights to local water supplies. In other words, a Southern California district, which normally receives an allotment from the delta, instead might draw from a neighboring district’s surplus. That, in turn, would free up water from the delta for Bay Area counties.

“Next year could be a very different situation,” said Patty Friesen, spokeswoman for the Contra Costa Water District. “If we continue with drought conditions, there is no surplus.”

Farmers in some of the most fertile stretches of the Central Valley have found little relief thus far. The Westlands Water District supplies growers of $1.3 billion in cotton, tomatoes, garlic and onions in western Fresno and Kings counties. This week, the U.S. Bureau of Reclamation cut the district’s water allotment to 40 percent of normal, forcing about one-third of the district’s farmers to decide which crops to irrigate or write off for this year’s harvest.

“This is the first time in the history of Westlands Water District that our growers have had to do this,” said spokeswoman Sarah Woolf, adding that the district was formed in 1964. “It’s just unbelievable.”

More infrastructure needed?

The governor used his announcement to pitch his proposed solution: an $11.9 billion water bond that would pay for new dams, an idea that Democratic legislators have resisted.

Schwarzenegger and his supporters, including many in the agriculture industry, argue that California desperately needs to build more water storage and improve water delivery systems to allow the state to better manage its water resources during dry years.

“In 2006, for instance, we had more water than we knew what to do with it. Raging storm water ran off into the ocean without us capturing it. Shasta and Folsom reservoirs were forced to release billions and billions of excess water. Today, those same reservoirs are at 40 percent capacity. That’s absolutely insane,” he said.

Environmental groups, however, contend that the state is sitting on $5.9 billion from a 2006 water bond. What’s more, they say, the state hasn’t done its utmost to conserve.

“That bond money is part of the regional planning process. If a local agency wants to work on groundwater management, conservation, surface storage, the state can use that money to partner,” said Barry Nelson, western water project director for the Natural Resources Defense Council. “The simple fact is, those projects aren’t ready to go, and conservation is.”

Nelson and his peers in the environmental movement agree the state is in a dire water shortage. However, they are worried that some hallmark environmental rulings could be thrown out. Laura Harnish, regional director of the Environmental Defense Fund, said the governor could use his declaration of drought as a stepping-stone to designating a statewide emergency.

“We’ve had a lot of hard-fought wins for the environment, and in an emergency crisis the environmental safeguards can be the first to get discarded,” she said.

Instead, she said, policymakers must look for sustainable long-term answers to the state’s water supply problems, and consumers must look for novel ways to curtail their own use.

“The positive thing that comes out of a crisis like this is that people are going to have to dig deep and get creative to conserve, and we’ll see how far people can go,” Harnish said.

Reduce water use by cap-and-trade

The recent article by Peter Drekmeier (Opinion, June 17) is truly well thought out and inspiring. Seattle has reduced its water use by 15% from 1985 while serving 20% more people. Another important idea to build momentum for conservation and recycling is through a cap-and-trade market system.

Communities and individual customers with high per capita water use in the region could continue to use water for lawn irrigation (which really has almost no redeeming social benefit) as long as they paid others to conserve or use recycled water, thus driving the market for innovative new conservation technologies and water-saving practices.

Saving Water

California is in a drought, and Palo Alto should heed Gov. Arnold Schwarzenegger’s wake-up call by aggressively cutting back on water use.

When it comes to water conservation, the Bay Area lags behind other metropolitan areas such as Seattle and Los Angeles.

As a city known for a strong environmental ethic, Palo Alto should be a leader in water efficiency and conservation.

The San Francisco Public Utilities Commission, which sells Hetch Hetchy water to Palo Alto, should reduce diversions from the Tuolumne River. Decreasing reliance on the Tuolumne is critical and not only for protection the health of the river, but also for preparing for the future uncertainty of the Sierra snow pack as a result of global warming.

Water conservation and efficiency measures are the cheapest, easiest and least destructive ways to meet demand and extend supply.

Save the Salmon

Now that the public is being asked to conserve water due to the current drought crisis, hopefully consumers will start to conserider the state of our California river systems. The years of damming and diverting our rivers are hopefully coming to an end.

At the recent Salmon Aid benefit in Oakland, there were serveral conservation groups, including the Tuolumne River Trust, that work for public awareness of the state of our local rivers.

The Tuolumne River, which benefits the residents of the Bay Area in so many ways, is in crisis due to 59% of its flow being diverted for urban and rural uses.

The San Francisco Public Utilities Commission is now proposing to divert up to 25 million more gallons of water per day. We have developed the Bay Area to such an extent that we have over-used our resources in detriment to the reasons many of us chose to live here in the first place.

Now is the time to change our habits before the last of the salmon disappear, and we watch our rivers dry up to feed our wasteful lifestyles.

Now is the time for all the different conservation efforts that have been talked about for years to come to fruition.

There is no more time to wait for further debate.

If Bay Area residents do not act now to save our river systems and to immediately implement conservation efforts, we will watch our ecosystems deteriorate to unsustainable levels, and our economy with it.

Water Policy Needs Change of Strategy

The article on the Tuolumne River (Opinion, June 17) gives us an insight about our current water crisis in California. The governor is calling for billions to be spent on new dams and infrastructure, while our salmon fishery has crashed.

The problem with the salmon is mostly caused by dams and diversions. More dams and more diversion are not the answer. The answer is to begin to transition to a new water policy, one focused on conservation, reclamation, water use efficiencies and local management strategies.
