Editor -- Why does San Francisco need another pipeline to drain the already threatened Tuolumne River?

In the years that I have canoed and camped along the Tuolumne, it seems to get lower every time. Do they really need to both upgrade and expand? Can't San Francisco start a water reclaimation project for the city? For a city that claims to be environmentally aware, i.e. solar panels, etc., this project is the antithesis of environmentally friendly.
